How many characters show before it is cut off?+

YouTube does not document it; it depends on the surface (search, watch page, home feed), the device and how wide the letters are. Roughly, desktop surfaces show about 70 characters and the mobile feed about 50 before an ellipsis. Treat both as approximations and keep the important words early.

Does the title affect search?+

Yes; it is one of the strongest signals YouTube reads. Put the phrase a viewer would type at the front, and say what the video is rather than teasing it.
